Callout overwrites sysctl-visible wdog_auto_period with driver-reported min

Summary

wdog_reset_all(:108) overwrites wdog_auto_period=min_period after sysctl sets user value. Operator reads different value than written. Also data race: written under wdogmtx(:108), read/written unlocked by sysctls(:133,:154). Root-only.
